Maharashtra–Hessen should deepen business, technology and innovation ties: Governor Jishnu Dev Varma

Maharashtra Governor Jishnu Dev Varma called for stronger economic, technological and innovation partnerships between Maharashtra and the German State of Hessen. He said Mumbai–Frankfurt and Maharashtra–Hessen connect can open new opportunities for industry,
    investment, research and global trade.

The Governor was speaking at the Maharashtra–Hessen Economic & Technology Dialogue organised by PartexAI at NSE in Mumbai on Thursday (20 Aug). Minister President (Chief Minister) of the German State of Hassen Boris Rhein was present.

The Governor said, “Frankfurt is the financial heart of Germany and one of Europe’s leading financial centres, while Mumbai is India’s financial capital, home to its leading banks, capital markets, corporate headquarters and investment community.

The Governor described the economy of Maharashtra as India’s largest state economy. He said the State contributes around 13.5 per cent of India’s national income, 15.5 per cent of industrial output and approximately 15 percent of the country’s exports.

The Governor told the German delegates that between 2000 and 2025, Maharashtra attracted about 31 per cent of all foreign direct investment entering India.

The Governor said Maharashtra offers a vast market, a diversified industrial base, capital, technology, talent, research institutions, infrastructure and global connectivity. He said the population of the State of around 130 million is greater than that of many countries of the world. He said Maharashtra has a large pool of engineers, doctors, technologists and skilled professionals who provide a strong foundation for international collaboration.

Referring to the existing partnership between Maharashtra and Germany, Governor Varma said Maharashtra and Baden-Württemberg have cooperated since 2015. Mumbai has emerged as a major centre for finance, fintech, logistics and international trade, while Pune is one of India’s foremost hubs for automotive manufacturing, engineering, IT and research.

The Governor noted that Maharashtra produces around 23 per cent of India’s motor vehicles, with global companies including Mercedes-Benz, Volkswagen, Continental and Bosch already forming part of its industrial ecosystem.

This, according to him, gives an excellent foundation for deeper collaboration with Hessen.

The Governor emphasised that opportunities for cooperation extend well beyond the automobile sector. Maharashtra is one of India’s leading pharmaceutical and life-sciences centres, contributing significantly to pharmaceutical production and exports, with numerous FDA-approved plants and global companies operating in the State.

He noted that Hessen’s strengths in pharmaceuticals, chemicals, biotechnology and medical technology complement Maharashtra’s manufacturing capabilities, talent pool and large market.

The Governor said Maharashtra’s universities are integrating artificial intelligence into academic programmes and expanding international collaborations. He called for practical industry-academia partnerships, saying that an industrial company from Hessen should be able to work with a Maharashtra AI company to improve its factory, while a German engineering company should be able to establish an R&D centre in Pune by combining German domain expertise with Indian engineering talent.

The Governor expressed confidence that the Maharashtra–Hessen Economic & Technology Dialogue would contribute to a new generation of partnerships based on innovation, investment, technology and shared economic growth.

The Minister President for Hessen Boris Rhein was all praise for India’s revolution in the field of UPI transactions. He said Hessen has a 40,000 strong Indian community who is making an immense contribution to the economy of Hessen.
